A lasting contribution · Heritage Estates

“The final result is an asset any community would be proud to have.”

Terry M. Harper, in his statement as Mayor of Neodesha
Speaking about Heritage Estates, Neodesha, Kansas

It is with a great deal of pride that we learned that the Heritage Estates Project in Neodesha was to receive the Special Achievement in Housing Development (RURAL) Award. Like most small communities, Neodesha is in need of the replenishment of its aging housing stock and, for years, local leaders in the community have sought a solution to that problem.

Having learned about a housing project in a neighboring community, we contacted its developer, Mark Cox. From the very first contact, Mark repeatedly demonstrated a dogged determination to bring this project to fruition. We knew very little about the ins and outs of creating such a project but Mark, through his vast experience and professionalism, helped us navigate through the sometimes difficult waters of tax credit financing and made this housing project become a reality.

Over the years, our community had also developed a relationship with the Kansas Housing Resources Commission. Because of that relationship, we were able to obtain funding for infrastructure improvements several years ago in an area our community had previously set aside for housing development. Without that funding, I don’t think this project could have been completed so we are extremely grateful to the State of Kansas for their partnership in this venture.

Once the financing had been obtained, the physical development of the housing project was a treat to watch. The final result is an asset any community would be proud to have. I believe I speak for the governing body of Neodesha as well as members of the Neodesha Industrial Commission–the body which initially began working with Vintage Construction–and other city officials when I say, I believe this award to Mark is well deserved.
